Moral entrepreneurs may act as rule creators by crusading for the passage of rules, laws, and policies against behaviors they find abhorrent, or as rule enforcers by administering and implementing them. Conrad and Schneider (1992) define moral entrepreneurs as “those who crusade for the creation of new rules,” and these rules require public acceptance before they can be enforced (p. 22). The foundation of moral crusades can be built on political, medical, legal, moral, or religious foundations in order to advance their cause, but not all social systems are created equal.
